Italy Advances 'Mattei Plan' in North Africa

Energy security dominated the agenda of Italian Prime Minister Giorgia Meloni’s recent visit to Algeria and Libya as she outlined her “Mattei Plan for Africa,” formulated closely with Italian major Eni. The Ukraine war is a key driver of the plan, which aims to diversify Italy’s energy sources away from Russia and revive a collaborative relationship between Italy and Africa. It harks back to Eni founder Enrico Mattei’s strategy in the 1950s, which backed African natural resource development in a bid for Italian energy independence. But both Algeria and Libya's ability to flow additional gas to Italy looks limited.
