Numerous countries, including those without quotas, posted strong gains, according to Energy Intelligence’s preliminary assessment. Libyan output was the strongest in nearly 12 years. The 18 members adhering to quotas collectively raised output by 440,000 b/d to 34.23 million b/d, a whopping 550,000 b/d over the group’s target for the month — the largest overproduction in five years. Compliance was thus thrown off kilter after several good months, and the group has renewed calls for compensation cuts from violators.
