Iranian Foreign Minister Abbas Araghchi said he was “hopeful but cautious” about coming to an agreement after a third round of indirect talks with the US, with the two sides moving toward detailed and technical discussions even as Iran’s largest port was rocked by a powerful blast on the same day as the negotiations.
